What Codes Apply to Residential Construction in Calcasieu Parish?

Calcasieu Parish enforces the current editions adopted by the Louisiana State Uniform Construction Code Council (LSUCCC). For homes, the primary code is the International Residential Code (IRC), along with related electrical, plumbing, mechanical, fuel gas, energy, and existing building codes. 

Some of the codes most likely to apply to residential buildings in Calcasieu Parish include:

• International Residential Code – This code covers things like one- and two-family dwellings, townhouses, structural requirements, foundations, framing, roofs, stairs, egress, and safety provisions, among others.

• National Electrical Code – This is what it sounds like. It applies to residential electrical systems and wiring. Electrical codes, in particular, are critically important to the safety of residents and their neighbors! 

• International Plumbing Code – This one is also relatively self-explanatory. It generally applies to plumbing systems, fixtures, drainage, and water supply.

• International Mechanical Code –This typically applies to things like HVAC and other mechanical systems.

• International Fuel/Gas Code –This code includes things like gas piping and related gas-powered appliances. 

• International Energy Conservation Code – This code governs those features that help lower your power bills! These may include insulation, windows, sealing, and other efficiency standards.

• International Existing Building Code – This one is specifically for renovations, repairs or alterations to an existing home.

When Do I Need a Residential Building Permit in Calcasieu Parish?

Generally, you should plan to get a permit for any project that impacts the structure of a building or that involves work on an intricate system, like gas, plumbing, or electrical, among others. 

Painting the walls? Go ahead, no need to do anything but pick your paint colors. 

Adding a new room or installing a new HVAC system? You may need a permit. 

Usually, if you’re working with a licensed contractor or professional, they should take care of necessary permits. If you’re doing it yourself, you may need to handle it. Some projects that may require permits include:

• New home construction (of course!)

• Additions to an existing structure

• Remodeling or renovation (beyond cosmetic “surface level” things like adding shutters to an existing window, re-carpeting a room, repainting, etc.)

• Any major plumbing, electrical or HVAC work (beyond the type the average person may DIY, like changing a sink faucet)

• Demolition

• Moving or installing manufactured homes, modular structures, or portable buildings

Why Do I Need a Residential Building Permit in Calcasieu Parish?

Various types of building permits exist for different reasons. Many permit requirements are for safety. After all, electrical and plumbing work can be a big problem for both residents and their neighbors if done incorrectly! Other permits ensure the property remains compliant with existing zoning laws. So, for example, a pond or accessory building may require a permit to ensure it follows the regulations established for the relevant zone. These may include requirements for setbacks, building height and more.

Some of the most common requirements are concerned with:

1. Structural safety – Roof load requirements, foundations, wind resistance and other considerations are especially important in Southwest Louisiana, where a poorly built structure won’t stand for long against severe weather.

2. Foundations and soils – The soil in Southwest Louisiana can affect foundation and settlement of a home. Calcasieu Parish, in addition to permitting requirements, suggests builders consult a geotechnical engineer regarding soil testing, as well as a structural engineer or architect to ensure proper foundation design. 

3. Floodplain construction – It’s no secret that Southwest Louisiana is a wet climate. Drainage is top-of-mind for most residents! Depending on the specific area and elevation of a residence, additional considerations may apply. 

4. Life and safety – Most residents would agree that building for safety matters! How Do I Get a Residential Building Permit in Calcasieu Parish?

First, make sure you’re contacting the right agency. If your project is in unincorporated Calcasieu Parish, you’ll need to get your permit(s) through the Calcasieu Parish Police Jury. If it’s within the limits of a municipality, like the City of Lake Charles or the City of Sulphur, you may need to go through city permitting offices.
